1. Write the Importance of Executive in paragraph.
Executive is a form of government which implement the law made by legislature into practice. The primary function of executive is to enforce laws and to maintain law and order in the state. Whenever a breach of law takes place, it is the responsibility of the executive to plug the breach and bring the offenders to book. It controls, mobilizes and manages the Nepalese Army to provide security to the state from being attacked by the internal and the external fractions. It protects the country from all possible foreign attacks and maintains law, order and peace within the country.It is also known as Council of Ministers or cabinet or government. The executive is the organ of the government that carries out the decisions and order of the parliament.Without executive no budget will be passed for development activities. That's why executives is important.

The following are the major functions of the executive:
- To run the administration of the country efficiently and provide basic service to the people. Executive makes important appointments and transfers, and controls and supervises all civil and military departments and their subordinates.
- To maintain law and order and protect the country from foreign invasion.
- To impose taxes and run various development works.
- To sign treaties and make good diplomatic relations, depute ambassadors to foreign countries.
- To present the budget in the parliament and operate it after the approval of the parliament.
- To summon, adjourn or postpone the session of the parliament.
- To table the draft bill in the parliament for appropriate laws.

1.What are the main functions of an executive?
An executive is one of the important organs of the government which executes the law that have been passed by the parliament. Its main functions are:
• Administration: All important decisions concerning administration are carried out by the chief executive i.e. Prime Minister on the recommendation of the council of ministers.
• Diplomatic: executive exercises power regarding various kinds of treaties, declare war, makes peace etc.
• Financial: After final approval, the budget is put into force by the executive.
• Legislative: An executive has some legislative work like making by-laws, rules and regulation, to order for fresh election etc.
• Judicial: To appoint judges and maintain law and order in the country.
2. How is the federal executive formed according to the constitution of nepal?
Formation of Federal Executive/Council of Minister
According to the Constitution of Nepal, the Council of Ministers is formed in the following ways:
After the announcement of the final result of the election of House of Representatives, the President appoints the parliamentary party leader of the political party with the majority seat in the House of Representatives as a Prime Minister and Council of Ministers is formed in his/her chairmanship.
If no political party gets a clear majority in the election of House of Representatives, president appoints the member of House of Representatives as Prime Minister who can have the majority with the support of two or more political parties represented in the House of Representative. Such Prime Minister should get the vote of confidence of the House of Representatives within 30 days of his/her appointment. If the Prime Minister fails to receive the vote of confidence within 30 days, again the President appoints the leader of the party with the highest number of members in the House of Representative as Prime Minister. The Prime Minister appointed in this condition also should get the vote of confidence within 30 days of his/her appointment. If s/he fails to receive the vote of confidence, the President appoints a member of House of Representatives as Prime Minister who produces bases that he/she may win the vote of confidence of the House of Representatives within 30 days. If the Prime Minister appointed in this way fails to get the vote of confidence or if any member fails to be appointed as Prime Minister, the President, on the recommendation of Prime Minister dissolve the House of Representatives and fix a date to conduct another election within 6 months
When the appointment of Prime Minister is completed on any condition mentioned above, the President forms a Council of Ministers consisting of members not exceeding 25 in number from among the members of federal parliament on the basis of the principle of inclusion. There is also the provision that the President may appoint deputy Prime Minister, Minister, Minister of State, Assistant Minister who is not a member of federal parliament but the Minister appointed in this condition should receive the membership of the federal parliament within six months of taking oath of office. The Prime Minister and Ministers should be collectively accountable to the federal parliament and a Minister should be personally responsible to the Prime Minister for the works of his/her ministry and also to the federal parliament.
